Huckabee Lied about Video on Fox News this Morning---2003 Spending (Tax) Increase Was NOT Mandated by Supreme Court Decision---Was For General Revenue

UPDATE: Huckabee's Campaign has just sent out a press release.

In his press release Huckabee points out that I'm anonymous. It's true that I am anonymous, but I'll tell you why. I'm scared to death of how Huckabee has treated friends of mine who crossed him or simply didn't do what he wanted. Huckabee doesn't forgive and forget. He gets mad and gets even.

He also claims that my video was taken out of context. It isn't. Read my entire blog. Feel free. He said he wanted to go on the record. Well, I put him on the record. He begged for a tax increase, any tax increase, and he got it. Today he lied about it on national television and tried to brush it aside by simply saying, "oh, yeah, I guess it wasn't about a Supreme Court mandate."

He lied for a reason. He knew what he was saying was wrong. He had plenty of time to think about this. My video has been out there for 2 days. He lied because he knew that what I've been saying is true.

Mike Huckabee IS a pro-life liberal.

I'd like to see how many of his supporters have the guts to do the right thing and leave his campaign. They have been fed a lie and wanted to believe it all. Mike Huckabee puts on a heck of a show. I know. I've been on the ground, in the trenches of Republican politics in Arkansas from the beginning. He's had me mesmerized on more than one occasion. But I've seen him get angry. I've seen him call tax and spending increases conservative.

But the reality is that Mike Huckabee is a liar. I have proven that. Club for Growth has proven that, when they demonstrated that he has been lying about not signing the gasoline tax into law in 1999. He said 80% of us in Arkansas voted for it. We didn't. He had already signed it into law. Here's the link to that.

His evangelicals supporters aren't going to support a known liar. I don't think the average American will put up with it either.

Below you will find a letter from House Minority Leader Johnny Key, Republican-Mountain Home, Arkansas, clearly demonstrating that Huckabee wasn't speaking in my video about a supreme court mandate.

FACT: The video of Huckabee begging for a tax increase is from May 5, 2003.

FACT: The special session to deal with the Arkansas Supreme Court mandate was held in December of 2003.

Mike Huckabee was asked about my video this morning on Fox News. When asked, he lied, claiming that the context of my video was a Supreme Court mandate. As you can see, if you read below, which I wrote yesterday, This is not the case. His campaign has been sending this lie out to operatives and supporters, though, because the truth is devastating.

Unfortunately, for Mike Huckabee, lying about it will be more devastating.

CORRECTION: The following is a letter from Republican Minority Leader Johnny Key that a reader forwarded to me in regard to claims that the context of the video of Huckabee demanding a tax increase was a Supreme Court mandate regarding the Lakeview Decision.

As you will see when you read this letter, I made a mistake. Huckabee defenders have been pushing this falsehood all over the internet since I released the video of Huckabee begging for any tax increase. My memory was faulty and I should have checked my facts before responding to their false claims.

It was not about a mandate. The tax increase was for general revenue. Despite efforts made by Republican legislators, Huckabee gleefully joined with the majority (Democrats) in raising taxes.

I apologize for my error.

The great irony, of which Rep. Key's letter reminds me, is that while Huckabee was giving this speech, he was also snubbing President Bush who was in Little Rock at that very moment giving a speech calling for tax cuts to spur the economy.

Thank you, Rep. Key, for so graciously correcting me. I have added emphasis to a few of his points, portions in brackets are my comments, and portions in parentheses belong to Rep. Key. Otherwise, this is the letter as I received it.

I'd like to point out that Rep. Key does not make any statements criticizing Governor Huckabee. He simply offers a very even-handed review of the circumstances surrounding Huckabee's now-infamous speech begging for a tax increase.

Thank you for sending me this link. I remember it well, as I was in the chamber when the speech was made.

First let me state that it is not my intent to either disparage or defend Gov. Huckabee regarding this speech. I have said publicly and privately that I am not getting involved in the presidential primary at this time.

I am concerned that correct information is not being distributed in the blogosphere, so I wanted to give you some historical perspective in order to correct some of the comments that have been posted to arkjournal. You may forward this to the arkjournal folks if you wish, but I do request that it be kept in context. I am also forwarding it to Karen Ray and Dennis Milligan with the state GOP and Dr. Bill Smith with the ARRA.

This speech had nothing to do with the Lakeview case or education spending. The $100 million target was for general revenue. This speech occurred a few weeks after a group of Republicans and conservative Democrats (current Speaker Petrus among them) refused to extend the regular session over disputes on taxes, thus shutting down the session without a budget plan. A 2/3 vote was required to extend the session, which would have given House leadership time to round up the votes necessary to pass a tax increase. We maintained about 36-37 votes against extending, despite tremendous pressure and arm-twisting on the Democrats in our group.

When the special session started, House and Senate leadership had everything lined up to fly through, and they didn't have the burden of procedural votes to overcome. We ended up with a hodge-podge of tax increases that included the ridiculous income tax surcharge (HB1039). You can check the bill at the following link.

Working with [then-] Minority Leader Marvin Parks, House Republicans offered an alternative plan that involved cutting spending and using so called one-time funds (General Improvement Fund) to balance the budget. We predicted (accurately) that the economy was turning around and that as a result state tax revenue would begin increasing, thus eliminating the need for tax increases. We were told by House and Senate leaders that we were being 'irresponsible' to use one-time money to fund ongoing budget needs, and our plan was not even given a fair hearing.

That is also when the raids on the Property Tax Relief Trust Fund started to supplement the general revenue budget. This was money that by law was being set aside from excess sales tax revenue to provide future tax relief. We could never keep the Ds from dipping into that money until the 2007 session. With Republicans chairing key committees like House Revenue and Tax Committee and Joint Budget Committee, we were finally able to use it for its intended purpose.

The education taxes and spending came later in a special session that began in 2003 and extended into 2004.

Ironically, the same day this speech was given, President Bush was a few blocks away giving a policy speech on the need for tax cuts and how they would boost the economy. He was right.

That's right. Huckabee's people have muddled this so much. They are spreading lies. I've seen them repeating these talking points all over the web.

They are lying. This being orchestrated. None of these out of state folks know any of this well enough to know anything about Lakeview. Somebody from his campaign fed them that. If I were them, I'd be mad for being given lies to repeat.

Mr. Huckabee is standing up for the FairTax. That fact alone separates him from the status quo in the pool of candidates from both major parties.

The FairTax Act of 2007 (HR 25/ S 1025) represents a power shift of massive proportions in America. It lays out a practical ideal of voluntary payment of taxes, based on a substantial level of taxpayer choice that the plan affords. Since FairTax untaxes basic necessities (up to socially-accepted poverty-level spending), what is taxed is marginal, and/or desired or preferred, on a broader base of retail products and services. This is to say that the taxpayer may, under the FairTax, choose to purchase used products and avoid paying the tax. And, to the extent desired, the taxpayer may choose to self-perform certain services rather than pay for them. This will stimulate do-it-yourself education, improve citizens' self-reliance; indeed the FairTax represents the possibility of ushering in a new can-do, citizen psychology that would accrue to greater demands for government accountability - truly, a cultural sea change.

Government is the "necessary glue" that enables the social fabric to cohere. It does this by effecting "rules" that ostensibly provide members with equitable access to wealth and resources. It also must provide ostensibly equitable enforcement of those rules in order to mitigate threats to the social fabric. It is unrealistic to believe that the structures of a national government can be supported on donations, thus the need for taxes. Naysayers love to characterize anything purporting to be a "fair tax" as an oxymoron - but it is not true. The idea of fairness has to do with equitable sharing in the cost by all members who depend upon the social fabric for food, shelter, clothing and post-necessity economic enterprise. And, because of the shift of power from politicians and special interests under an enacted FairTax, the elected will find it more difficult to both enlarge government, and implement any dual system of taxation. FairTax strategist, Dennis Calabrese, discusses how the FairTax repeals the income tax, how it does away with the IRS, and how it addresses other aspects of frequent concern to skeptics.

The FairTax has a much greater opportunity for success to operate as a "self-regulating" mechanism because of increased visibility. One finds that the current system, ostensibly regulated by the Internal Revenue Code, is in fact poorly regulated because of continually increasing complexity (the effect of tax favors from politicians, through lobbyists, to favored corporations and other special interests) stemming from the desire by those holding government position to steer public behavior using tax code "carrots." We have seen how 100 years of this type of behavior has eroded the Nation's currency and the purchasing power of working family incomes. "Visionist," Tom Frey believes the current tax system will simply collapse; and economist Laurence Kotlikoff heralds - short of enactment of FairTax (or an otherwise unlikely change in spending habits) - the U.S. will shortly face an irrevocable economic breakdown. (Kotlikoff believes that passage of the FairTax can stave off the economic ruin we're facing, but would be surprised to see it happen.)

Frey and Kotlikoff may be right on both counts, and we may not be able to successfully evoke change; but shall we not try?

The Fair Tax is better than than the income tax, no doubt.

Huckabee implemented almost none of the Murphy Commission recommendations, which included tax decreases. So if elected, what makes you believe that he will implement the Fair Tax and all of its sister requirements? You Fair Tax people should have gotten a better horse to ride (spend on behalf of) in Iowa. This one is lame where tax reform credibility is concerned.

There is no better "horse to ride" (unless you think Mike Gravel is, noble and ardent FairTax supporter is he, though his unfortunate healthcare plan would no doubt skyrocket the rate).

Huckabee investigated the FairTax, and abruptly dumped his support for the Forbes flat tax (backed by Giuliani). Huckabee's feelings about taxation have changed dramatically, and his present profession demonstrates that.

Did Huckabee leave Arkansas in better shape than he found it? Does his platform offer the greatest genuine tax equity for the working American?

What's actually happening to America's economy? Why does Washington insist in putting American products at a 22% price disadvantage in global markets? And why won't anyone but Gravel and Huckabee let you know about this?

State government by calling us Shiite Republicans. The new Dem. Governor didn't have to replace any bureaucrats because Huckabee had all kept all the Clintonites and business went on as usual. Both Huck and Clinton used Dick Morris's unprincipled advice to stay in power and Arkansas suffered for it. Good luck with your horse, you'll need it.

He took credit for balancing the budget in that Fox News clip, right after he lied about the begging for tax increase video. He is being deceptive there, too. He didn't balance the budget because he wants to. Arkansas's constitution requires a balanced budget.

As Johnny Key's letter shows, he didn't have to raise taxes to do that. They had a plan to cut spending and use rainy day funds that were designed just for this purpose.

No Huckabee kool-aid drinker here. Even, if elected president, President Huckabee can't institute the FairTax unless the bill is presented to him. Thus, his message goes beyond his candidacy; he calls every American to persuade their legislators to become co-sponsors.

What I'm seeing in Mike Huckabee is a candidate who's had the "ah ha! experience" concerning the real game of the income tax. This man proves, through his articulation, a thorough understanding of the stakes for America to undo the travesty (let's call it enslavement) done to working Americans back in 1913, and completed by the mid-1950's.

At the end of the 18th Century, America proclaimed its independence from the tax slavery of Britain, and codified our soverignty, self-rule and liberty, as citizens, in the Constitution and Bill of Rights. In 1913, the wealthy elite conspired with politicians to persuade an elitist president (a former president of Princeton University) to buy into a scheme to again make us slaves by signing the Federal Reserve and the Income Tax acts. The Fed would print money, at interest, and the income tax would ultimately be the vehicle to ensure its payment. It would be the bankers who would pat themselves on the back.

President Wilson would later say ( 3:42 into Russo video), "I am a most unhappy man. I have unwittingly ruined my country. A great industrial nation is now controlled by a system of credit. We are no longer a government of free opinion, no longer a government by conviction and the vote of the majority, but a government by the opinion and duress of a small group of dominant men."

And today many Americans are caught up in that "system of credit," much to bankers' delight, instead of working longer and harder hours. Why? Because of the increased tax bite that's taken from their paychecks. If you ask any worker about it, more than likely you'll receive a remark that expresses frustration, powerlessness, and the feeling like his, or her, voice doesn't matter because it's the politicians who are in control.

Of more urgent, and immediate, concern is the taxing of business income and payroll. Businesses attempt to recoup these costs by embedding them in their prices, which are ultimately paid by consumers. This pernicious system of hidden taxation accounts for 22 cents of every retail dollar spent by consumers. This gives Congress a "lever" to extract money from businesses, via lobbyists, to secure "tax favors" resulting in

• an increasingly complex, and expensive, tax code
• higher prices (or lesser dividends to shareholders/401Ks/public retirement funds, or lost jobs to employees - where foreign competition will not let a company raise prices)
• exports not price-competitive, globally
• company relocation to foreign countries with lower costs
• foreign products going untaxed upon entry into the U.S.


How serious is this situation? Dr. Laurence Kotlikoff is on record that, unless citizens' true tax costs are made visible by virtue of enacting the FairTax, politicians will continue to pit rich against poor, individuals against corporations, while they spend us into ruin.

Will the FairTax movement succeed in changing this tax slave / victim psychology? Do we, as individuals, have the ability to influence Congress to relinquish the power they've usurped from We, The People, freeholders engaged in free-enterprise?

Our "slavemasters," - elected, and not - scoff, "The FairTax is going nowhere." They do not believe we're capable of removing the shackles of an income tax system most of us have been born under.

Simply put, "If it's to be, the FairTax effort requires you and me." We must compel enactment of the FairTax bill and its salient provision to pay for government the way America's working men and women are paid - when, and because, something is sold! In the present political environment, we can accomplish our quest by:

Appreciate you reporting these stories. I think Gov. Huckabee misspoke there, because earlier his campaign came out with the video of the entire speech and also they had a news release out yesterday which reported the correct information.

Cut some slack. Why would someone 'lie' knowing that people like you who keep him accountable would find it to be false? I think all of us admit that he's no idiot. So lets just move on..

I think us as Huckabee supporters know that our candidate is not perfect, just like the others. Are you suggesting that there is a perfect candidate out there? I would like to know who that is.

I support him based on his future ideas and also for the fact that he can garner a lot of democratic and independent vote when it comes to a matchup with hillary.

I'm sure they will since foxnews called them out on it.

Let's focus on the issues and not turn off your readers by calling him liars, fat, etc.

The 1999 "roads program" referred to so often included bonds which were financed by gas taxes and approved by Arkansas voters 4-1. The gas tax was approved overwhelmingly by the legislature (hence, supported by Arkansas citizens) and yes, was signed by the governor. This is a dead horse to beat, unless you're part of the dirt roads lobby?

Now some are wailing about how Huckabee misspoke about which year a tax increase was passed. In 2003, which the YouTube video refers to, Gov. Huckabee signed a tax increase (some temporary hikes) to stem a shortfall in Medicaid funding, after cutting the state's budget $142 million in previous years.

In 2004, the Legislature raised the sales tax to comply with a court order on education funding. Huckabee did not sign this bill, stating that it didn't go far enough in fiscal reforms, but he did allow it to become law because the bill was already overdue by the Court's imposed deadline. A veto would have been worthless, as Arkansas requires a simple legislative majority (50% + 1) to override a governor's veto.

I'm quite bored with this website. It's pretty obvious there's a lot of mindless hatred and vitriol from Huckabee critics. Seriously, being "scared to death" of Huckabee? LOL! Other ANONYMOUS cranks on here diminish their own credibility with rhetoric that sounds libertarian or possibly anarchist -- not at all in touch with mainstream America. These critics wouldn't have voted for Ronald Reagan by their own standards.

There's at least one big problem with that, ritterbush, he repeatedly said that 80% of the people of Arkansas VOTED for it...making that a bald-faced lie. He didn't just say that once, but several times.

As for 80% supporting it, that's 80% of the people who turned out to vote in a summer special election in an off-year, meaning that it was actually about 10% of registered voters who supported it, which is miles away from 80% of Arkansans or even 80% of registered voters.

There's a reason special elections are held at odd times. It's so there will be lower turnout. Almost every tax increase voted on in Arkansas for the last decade on a regularly scheduled general election day has failed. State and local government has responded by scheduling tax increase elections at odd times to reduce turnout, so that government employees can easily be the majority of voters. They even have the polling places in government facilities so that all the employees can vote by walking down the hall. So Huckabee's claim, that you're so eager to justify and repeat, about 80% of the people voting for it is completely fallacious. These elections are designed for low turnout of the average voter and high turnout of state employees.

As for your justifications of Huckabee's lie---ahem, "misstatement"---you ought to be embarrassed. He had 2 days to research it and, remarkably, he repeated the same talking point all you Huckabee kool-aid drinkers spouted. Huckabee isn't stupid. He's an arrogant liar who thought he could get away with it.

Stop wasting your breath. Nobody believes that Huckabee made a mistake. He didn't just give a one sentence answer. He went on and on about it. You can see the lie in his eyes, blinking like they were.

Huckabee caught a lot of flak here in Arkansas for that speech. It was a well known fact that he intentionally snubbed President Bush that day. The President even made a comment about it in his speech, expressing his annoyance. I know because I was there.

Huckabee knew exactly what the context of that speech was. He begged the legislature to raise taxes because he wasn't willing to cut spending, for which there was a plan, or use one-time money.

It turned out that the revenue shortfall, which happened all over the country at the time, was because of an economic downturn, which was on the upswing already. But he wanted a tax increase and he got it. And I paid for it, as did every other Arkansas taxpayer.

If you're bored, feel free not to come back. The rest of us are glad that someone is telling the truth about Huckabee.

Talk about mindless. We're not the ones mindlessly supporting a known liar and liberal and repeating inane talking points that try to excuse and taxing and spending as conservative and a clear deception that went on for a minute as a slip up.

I did vote for Reagan...3 times, if memory serves. I primary and 2 general elections. So did every Republican I know who was old enough who is opposed to Huckabee. The "rhetoric" that you find so abhorrent echoes Reagan. He never tried to justify tax hikes because of budget shortfalls. He was more interested in avoiding budget shortfalls for average Americans, because he knew that it was our money, not the government's.

Huckabee’s IRS Sleight-of-Hand


Huckabee again claimed he would get rid of the IRS, a disappearing act that isn't so easy as he makes it sound.

Huckabee: Anderson, the first thing that I would get rid of would be the Internal Revenue Service. We'd have a complete getting rid of a $10-billion-a-year industry. I'm not being facetious. If we enacted the Fair Tax, one of the most researched ways to revive our economic future. We will get rid of the IRS.

It is true that the Fair Tax would get rid of the agency that we now call the IRS. But, according to the bill Huckabee supports: "There shall be in the Department of the Treasury a Sales Tax Bureau to administer the national sales tax in those States where it is required." So, Huckabee would “eliminate” the IRS by replacing it with a Sales Tax Bureau.

Furthermore, the new Sales Tax Bureau wouldn't necessarily be much smaller than the existing IRS. According to the bipartisan Advisory Panel on Tax Reform, which studied the Fair Tax proposal extensively and rejected it: "The federal administrative burden for a retail sales tax may be similar to the burden under the current system" in order to ensure that the various states collected the tax in a systematic way. The panel went on to point out that the Fair Tax, which includes a cash grant to each taxpayer to compensate for its regressive nature, would also require an entirely new type of bureaucracy to "keep track of the personal information that would be necessary to determine the size of the taxpayer’s cash grant."

It's true that the Fair Tax has been heavily researched, as Huckabee said. But most of the research that supports it was paid for by Americans for Fair Taxation – a group that advocates the idea.

I absolutely agree that Mike Huckabee is a Pro-Life Liberal. Unfortunately, he has duped a lot Evangelical Conservative Christians into believing he is a conservative. Without regard to what candidate you are supporting, we all need to band together and hammer Huckabee in South Carolina Huckabee for his liberal record. We need to write letters to SC newspapers, call talk radio, and call voters. We have to do whatever is necessary to stop Huckabee in South Carolina.
