Sanders on Severance Tax

David Sanders' column on the severance tax is superb. For one thing, he asks a question I've been asking for a while. Why do we have to be at parity with our neighboring states on this tax, but not on others, as in the case of our neighbors who have no income tax? And, why does the government have to get a slice of every dollar transaction in the state?
