Severance Tax Won't Be Revenue Neutral

Note that whenever tax cuts are proposed the first response of government is that they should be revenue neutral. That's a watchword of government budgeting, except when it's time to raise taxes.

A balloon was floated asking the governor to negotiate on his tax increase by making the tax increase revenue neutral. I'm not surprised that he didn't respond favorably because he's trying to grow government, not hold the line.

not even revenue neutral.....! He wouldn't accept any tax cuts that reduced the amount of money going to roads. He's holding the line (for now) as a full fledged tax and spend proposal.
