It's a truism that the government's expenses will always rise to meet its income. Recent estimates suggest that state government will have a quarter billion dollar surplus, as Arkansans struggle with a slowing economy.
Amidst these circumstances, a Clinton School study is suggesting that the state needs to start more after-school programs. Why not? It's for the children, so it must be needed.
